New Mexico has a stormy gaming past. When the IGRA was passed by the House in Nineteen Eighty Nine, it seemed like New Mexico might be one of the states to cash in on the Native casino bandwagon. Politics assured that would not be the case.

The New Mexico governor Bruce King appointed a panel in 1990 to discuss a compact with New Mexico American Indian tribes. When the panel came to an agreement with two important local tribes a year later, Governor King declined to sign the bargain. He would hold up a deal until Nineteen Ninety Four.

When a new governor took office in 1995, it seemed that Native betting in New Mexico was a certainty. But when Governor Gary Johnson passed the accord with the Amerindian tribes, anti-gambling forces were able to tie the deal up in the courts. A New Mexico court ruled that the Governor had out stepped his bounds in signing the compact, thus costing the government of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.

It took the Compact Negotiation Act, signed by the New Mexico house, to get the process moving on a full compact amongst the Government of New Mexico and its Native bands. A decade had been lost for gambling in New Mexico, including Amerindian casino Bingo.

The non-profit Bingo industry has grown since Nineteen Ninety-Nine. In that year, New Mexico not for profit game owners acquired just $3,048 in revenues. That climbed to $725,150 in 2000, and exceeded one million dollars in revenues in 2001. Not for profit Bingo revenues have increased steadily since then. Two Thousand and Five saw the largest year, with $1,233,289 grossed by the owners.

Bingo is certainly beloved in New Mexico. All kinds of operators try for a slice of the action. Hopefully, the politicians are through batting over gaming as an important factor like they did in the 90's. That's without doubt hopeful thinking.
