New Mexico has a stormy gaming history. When the IGRA was signed by the House in Nineteen Eighty Nine, it seemed like New Mexico would be one of the states to get on the American Indian casino bandwagon. Politics guaranteed that wouldn't be the situation.

The New Mexico governor Bruce King assembled a panel in 1990 to negotiate a compact with New Mexico Indian tribes. When the working group came to an agreement with 2 prominent local tribes a year later, Governor King refused to sign the agreement. He would hold up a deal until 1994.

When a new governor took over in Nineteen Ninety Five, it appeared that American Indian wagering in New Mexico was a certainty. But when the new Governor passed the compact with the American Indian bands, anti-gambling groups were able to hold the contract up in courts. A New Mexico court found that Governor Johnson had out stepped his bounds in signing the compact, thus costing the government of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.

It took the Compact Negotiation Act, passed by the New Mexico government, to get the ball rolling on a full contract between the Government of New Mexico and its Amerindian bands. A decade had been lost for gaming in New Mexico, which includes Indian casino Bingo.

The non-profit Bingo industry has grown from 1999. That year, New Mexico not for profit game providers brought in just $3,048 in revenues. That climbed to $725,150 in 2000, and surpassed a million dollars in revenues in 2001. Not for profit Bingo earnings have grown steadily since that time. Two Thousand and Five witnessed the greatest year, with $1,233,289 earned by the operators.

Bingo is apparently beloved in New Mexico. All sorts of owners look for a slice of the pie. With hope, the politicians are through batting over gaming as a key matter like they did back in the 1990's. That is most likely hopeful thinking.
